I've seen that part glitch and not be there in my buddies game...Only thing you could do is hope to complete it in a co-op game with someone else hosting. Make sure to check hi and low and don't trust the marker 100% as it isn't always accurate but if it is the one I am thinking of I have seen it glitch before.

Anyways... The barrel is in the cockpit of the crashed car on the ledge. Who Run Barter Town?!
