I've been restricted? Is that something only a mod can do??? Or is it plausible that someone can do that to me with multiple accounts?

Reason why i asked is because i challenged someone in the gamerzone, all of a sudden i get SPAMED in my inbox and then i can't even chat in there.

EDIT:

Also, why can't this site block IP's???? it's obvious people only just go onto another account and continue doing crap.
