Hells no, they removed so many gameplay systems and additions put in place by Vice City, San Andreas, and to some extent Bully (even though it was by Rockstar VC) that it pissed me off. The first 5-10 hours of the game was outstanding, that is until I got out of Bohan and it became a derivative bastard child of all the GTAs before it. Missions essentially boiled down to going to some kind of building or apartment complex, killing a guy, escaping, and then placing a call on the phone to say you're done. Other than that were the chase missions which became lame because I STILL hate the driving physics. There were only two standout missions for me, which was obviously the robbery and the kidnapping mission because she screwed with the steering wheel and caused me to flip my car like 3 times. The robbery mission paled when I went back and played San Andreas and realized that the heist in that game was far superior and it had a better setup to it. San Andreas set the bar high for the series, which was quite apparent when I went back to play it after completing GTA4 and brought up my stats. Wow I missed those, character growth was thrown completely out of the window and for whatever reason the clothing stores were on par with clothing in Vice City (a step back). I get that they were trying to take away SOME of the things from San Andreas to "streamline" them as far as Niko is concerned, but hell man they took away nearly everything. Also there were some things with the "good" ending that didn't sit well with me. Reviewers were saying that the game requires 2 complete playthroughs to see everything, no it doesn't. Make 2 save files near the end of the game and you can see both endings. Let's not forget how stupid shooting the pidgeons are, WHAT THE HELL PURPOSE DO THEY SERVE? Oh yay getting 100%. Do they give me extra weapons? Money? Armor? Stamina? "No" you say? Then what the hell man, the packages, grafitti, clams, horeshoes, and other crap from the past GTAs all gave you something in return for going to collection hunts other than a percentage rating. In their quest for realism they stripped GTA of its charm, soul, and over the top fun. I do know what I'm talking about since I've been playing GTA since it was started, and I USED to own them all until I traded this one back in (yes even the London Expansion). I was utterly disappointed with GTA4 and I'm glad I got 42 bucks for it from Gamestop, which was pretty surprising because I was about to Ebay it for 45. I'm actually looking FORWARD to Saint's Row 2 now.
