First of all you want to go to Image-->Image Size and make sure the resolution is at 72. If you don't care if your image is the square 145x145 from here you can also adjust the longest side of your image to 145 px (and if the "Constrain Proportions" box is checked it will automatically resize). If you want your image to be the square 145x145 go back to the image and select the crop tool. At the top of the screen there will be width and height boxes, and type 145 px in each. Then crop. From here go to File--> Save for web. On the right there will be a drop down box (left column, top) and choose GIF. This may be enough to reduce the size of the image to less than 10 kb, but if it's not go ahead and just reduce the colors (right column, second down) until the file is <10kb. Save, and you're ready to upload!
