Except for the animated movie, but that isn't canon. The point is, it appears they're both in it. The unknown was the fact that it's unknown how Gouken was killed, not unknown if he was killed or not. It's questioning if it could be from the SGS, because like it states Gen survived it and maybe Gouken could have survived it in the same way should Gouki attempt that move. Bison/Vega could not have survived it however which is why it's even more mystifying that he's in SF4.
