Strange Error Message on Reporting

I got this message when reporting this http://n4g.com/news/11382...hould-develop-next/pen because the url isn't correct. The weird thing is that the report still went through, then I thought, I must be mistaken and earned a restriction. I clicked on the View All Restrictions and there are no restrictions....
