Contributors Approving Same Submission More Than Once?

Something I never understood - how are some people able to give three or so approvals to the same submission at once?

They are approving once, but with more power.
The Approval power/points of a user is a factor of their CRank as well as their Trust Rank and their Bubbles. So a user new to submitting will only have 1 approval point, but this will increase as they submit an approve more and their actions prove trustworthy.
Moderators and Admins have higher approval power.
